A Lieutenant is responsible for the coordination of two or more functional teams that have similar scopes, overlapping members, or related functions. A Lieutenant will ensure resources are efficiently utilized, ensure consistent priorities are established, and will serve as a conduit between the teams and the administration. A Lieutenant reports to the Deputy Chief and supervises two or more Sergeants.

In his capacity as the Lieutenant of Field Operations, Lieutenant Orns serves as the coordinating officer for all field operations within the Agency's purview: Managed Incident Communications, Incident Management, Search and Rescue, Severe Storm Operations, Winter Weather Operations, Supplemental Lighting and Power, Mass Casualty Incident Support, and Damage Assessment. He also administers the Probation and Field Training programs in conjunction with the Lieutenant of Administration.
